Community Engagement Conference – May 6, 2024
On May 6, 2024, the state hosted an in-person Community Engagement Conference at the existing Aloha Stadium. The purpose of this conference was to strengthen each Priority-Listed Offeror’s understanding of the community’s aspirations, desires, and concerns for the Project, thereby assisting offeror’s in developing their proposals.
The conference served two (2) primary functions: first, it provided an opportunity for community leaders to present their community’s aspirations, desires, and concerns directly to the Priority-Listed Offerors. Second, it allowed these leaders to respond to questions from the Priority-Listed Offerors regarding the Project.
To ensure appropriate community representation, Neighborhood Boards (#18 and #20) and the ‘Aiea Community Association (ACA) were asked to nominate one (1) to three (3) community leaders each to speak at the conference. Community presentations were limited to a maximum of 15 minutes each.
While statements from the community were not officially included as part of the official RFP or the Evaluation Criteria, Priority-Listed Offerors were encouraged to consider the community’s feedback as they shaped their proposals.
The state facilitated the Community Engagement Conference and addressed questions proposed by the Priority-Listed Offerors. To maintain confidentiality, the state did not disclose the identities of the relevant Priority-Listed Offeror, Team Member, or Associate (as applicable) who asked any of the questions in advance. However, Priority-Listed Offerors were given the opportunity to ask impromptu, oral questions during the conference as direct follow-ups to community responses.
A video recording of the Community Engagement Conference can be viewed here.
