If or when it happens, a new Aloha Stadium would be downsized from 50,000 to 35,000 seats.
On paper right now, the project is expected to take about three years, and the proposed private/public partnership is expected to cost the state about $150 million.
There are also plans for 98 acres of retail and office space, hotels, and housing.
There will be a public meeting about the project on September 25 at 7 p.m. at Aloha Stadium.
